mbartine got their new web page design by running a design contest:

I'm starting a website called "Dumbya!" It's going to give people the opportunity to make up their own Bushisms, and of course, to share and comment on Bushisms by the Man himself. I need images designed to inspire people to have fun with the King of Dumb.
What's your vision?
there are 7 images on dumb-ya.com that need to be re-designed to match the theme of the site. They are: logo, header background, big black and white city image, 3 smaller black and white images, small "revolution" image in footer (this one should echo the logo) Don't worry about the "W" in the bottom right of the page, or the RSS button.
- You have to use "Dumbya!" in the logo. - an appropriate image (or images) of George Bush would be awesome, but only if you can find royalty-free images to use, or can create your own. - a change in color scheme (up to you) - I thought about using funny pics just of W's mouth for the 3 pics at the bottom of the page...but again, that's up to you. - out of the box! - Deliverables should be replacement images for the ones you're re-designing.
- all words, no fun - anything that would lead people to feel this is an angry website -- it's intended to be fun. - ordinary
